Certificate label

A free-text field carrying the role label as it must appear on the printed legal certificate. Jurisdictions that require gendered designations (for example, 'mother', 'father') or positional labels ('parent 1', 'parent 2') on the certificate use this field. The underlying role-nature is already carried on parental_role; certificate_label is purely a display hint for document generation.
