A non-key annotation on an observation, series, or dataset. Mirrors SDMX cross-domain concepts (OBS_STATUS, UNIT_MEASURE, DECIMALS, CONF_STATUS, COMMENT_OBS) so the SDMX emitter has zero translation work, and adds PublicSchema extensions (cell_count, data_quality_flag) where SDMX has no equivalent. The attachment_level slot drives where the SDMX emitter places each attribute (dataset, series, or observation).

MetricAttribute wraps SDMX cross-domain concepts treated as attributes in the SDMX 3.0 information model. Convergence evidence accrues to attribute instances rather than to the catalogue class.
