ILO 19th ICLS Resolution concerning statistics of work, employment, and labour underutilization (https://ilostat.ilo.org/methods/concepts-and-definitions/description-work-statistics-icls19/)

Tripartite labour force classification: employed, unemployed, outside the labour force. Under the 19th ICLS, 'employed' covers only work done for pay or profit; other productive activities (own-use production, unpaid trainee work, volunteer work) are separate forms of work and do not count as employment for this classification.

Code Label Standard code Definition
employed Employed Persons of working age who, during a short reference period, were engaged in any activity to produce goods or provide services for pay or profit.
unemployed Unemployed Persons of working age who were not in employment, carried out activities to seek employment, and were currently available to take up employment.
outside_labour_force Outside the labour force Persons of working age who were neither employed nor unemployed during the reference period (e.g., students, retirees, homemakers, discouraged workers).
