WHO Health Resources and Services Availability Monitoring System (HeRAMS) (https://www.who.int/initiatives/herams)

HeRAMS is the WHO-maintained monitoring framework for tracking availability of health resources and services in emergencies. Its facility reporting distinguishes fully functioning, partially functioning, and non-functioning facilities and the reasons for disruption; these are summarized here in a compact status vocabulary suitable for non-emergency settings as well.

Code Label Standard code Definition
fully_operational Fully operational The service point is open and delivering its full range of expected services.
partially_operational Partially operational The service point is open but delivering a reduced range of services, reduced hours, or with significant constraints (staff, supplies, infrastructure, security).
temporarily_closed Temporarily closed The service point is not currently delivering services but is expected to resume operations.
permanently_closed Permanently closed The service point has ceased operations and is not expected to reopen.
not_yet_opened Not yet opened The service point is planned or under construction but has not yet started delivering services.
unknown Unknown The operational status of the service point is not known or not reported.
