The lifecycle states of a benefit entitlement instance, from creation through fulfillment or termination.
Values

pending | Pending | The entitlement has been created but has not yet been confirmed through validation or approval. | |
approved | Approved | The entitlement has been confirmed and is ready for fulfillment, but no delivery has yet been recorded. | |
suspended | Suspended | The entitlement has been temporarily put on hold after approval, for example due to a failed conditionality check, an administrative hold, or a temporary dispute. | |
rejected | Rejected | The entitlement was evaluated and denied. Unlike cancellation, rejection means the entitlement was never valid. | |
cancelled | Cancelled | The entitlement has been withdrawn and will not be fulfilled. | |
expired | Expired | The entitlement's validity period has passed without fulfillment. Unlike cancellation, no one actively withdrew the entitlement; it lapsed. | |
partially_fulfilled | Partially fulfilled | Some but not all of the entitled amount has been delivered, for example one tranche of a multi-tranche payment or a voucher issued but not yet redeemed. | |
fulfilled | Fulfilled | The full entitled amount has been delivered to the beneficiary. |
