Joint controller arrangement

Reference to the joint-controllership arrangement between the parties listed in `controllers` (GDPR Art 26). Typically a URI to a published arrangement; a local identifier is acceptable if URI is not applicable. Populated when cardinality of `controllers` is greater than one.
