A request submitted to a public organization to use a public service or to obtain a decision under it. Its authority is the organization that received the request, and its subject URI names the person, organization, permission, asset or other subject the request is about. The applicant, the submitter and the subject can differ. Submission alone does not establish eligibility, registration, permission or an obligation to grant the request.

The organization responsible for the act or event a record describes, such as the body that receives an application, decides a case, reviews an appeal, inspects a subject or takes a measure. Each class using it states which of these roles applies. It links to an Organization, whereas issuing_authority names the issuer of a document or credential as text.
Request submission date date
The date on which the applicant, the appellant or someone acting for them submitted the application or appeal. It can precede the date on which the receiving authority registered it.

Recorded at datetime
The date and time the statement or event was entered into its source record. It can differ from when the fact took effect.
